CLEVELAND — Justin Tucker kicked a 32-yard field goal on the final play to carry the Baltimore Ravens to a 23-21 victory over the Browns on Sunday in FirstEnergy Stadium.

The Ravens are 2-1, while the Browns fell to 1-2.

The Ravens won the coin toss and what has become a change in a recent trend chose to take the ball first. They marched to the Cleveland 15 before the Browns stiffened and forced a field goal by Tucker.

The Browns responded with a touchdown to take a 7-3 lead. The key play in the drive was a 43-yard pass from quarterback Brian Hoyer to wide receiver Travis Benjamin. Rookie running back Terrance West finished the drive by leaping into the end zone from the 1 for his second rushing touchdown. It was the first red zone touchdown scored on the Ravens this season.

The game went back and forth from beginning to end.

Baltimore regained the lead on a drive dominated by running the ball. Quarterback Joe Flacco threw a nine-yard pass to fullback to Kyle Juszczyk for a 10-7 Ravens lead at halftime.

The Browns went back on top on the first drive of the third quarter. The 2013 Browns had difficulty running all season, so in 2014 they drafted West and signed Isaiah Crowell as an undrafted rookie. Crowell ran 14 yards for a 17-14 Cleveland lead. The Browns scored four rushing touchdowns in 2013 and already have five this season.

The Ravens had to play the second half without tight end Dennis Pitta, who suffered a hip injury in the second quarter. Pitta’s absence did not slow their offense.

Baltimore went back in front at the end of an eight-play, 80-yard drive when rookie Lorenzo Taliaferro plowed in from the 1 and then the Browns surged ahead again, 21-17, on a four-yard pass from Brian Hoyer to Austin Miles. At that point Hoyer had completed 17 of 19 passes.

The Browns had a chance to add to their lead, but a 36-yard field goal try by Billy Cundiff was blocked.

Tucker cut the lead to 21-20 with five minutes to play on a 21-yard field goal.

NOTES: Ravens running back Bernard Pierce was inactive with a hamstring injury. Justin Forsett replaced him in the starting lineup. … The Ravens waived wide receiver Deonte Thompson and activated running back Fitzgerald Toussiant from the practice squad. … Tight end Jordan Cameron started for the Browns. A shoulder injury kept him out of the game last week. … Quarterback Johnny Manziel caught a pass for 39 yards on a trick play but the gain was wiped out by a penalty.
