NFL commissioner Roger Goodell and New England Patriots quarterback Tom Brady were back in federal court Monday morning in an effort to settle the Deflategate case, but they failed to reach a settlement.

U.S. District Court Judge Richard M. Berman said Monday that the sides will not settle the case and he will announce a ruling as early as Tuesday.

“I have no qualms about everybody’s dedication,” Berman said during the conference in New York.

“It won’t be today, but hopefully tomorrow or the day after,” Berman said of a written ruling.

The hearing started at 11 a.m. ET before Berman, who had ordered both sides to appear for a status conference. Goodell and Brady arrived 90 minutes early to participate in talks in the judge’s robing room.

After a four-minute hearing, Berman ended the proceedings.

–Kirk Cousins was named the starting quarterback for the Washington Redskins and will replace Robert Griffin III when the team opens the regular season against the Miami Dolphins on Sept. 13.

Contrary to reports, head coach Jay Gruden said the decision is not being made based on Griffin’s health situation. He insisted the keys to the offense are in Cousins’ hands beyond the season-opening game.

Griffin did not play in Saturday’s preseason game. He spent most of the week recovering from a concussion and shoulder stinger.

–Buffalo Bills coach Rex Ryan named Tyrod Taylor as the Bills’ starting quarterback to open the season.

Taylor, who was battling Matt Cassel and former first-round pick EJ Manuel for the job, will get the start against the Indianapolis Colts on Sept. 13 in Week 1.

Taylor, a sixth-round pick by the Baltimore Ravens in 2011, signed a three-year deal with the Bills in March.

–Pittsburgh Steelers wide receiver Martavis Bryant was suspended without pay for the first four games of the 2015 regular season for violating the NFL’s substance-abuse policy, the league officially announced.

Bryant, a fourth-round pick by the Steelers last year, caught 26 passes for 549 yards and eight touchdowns in 10 games.

–Miami Dolphins center Mike Pouncey practiced two days after leaving the Atlanta game with a left knee injury. Pouncey had a MRI on Sunday and said it showed no serious damage.

Pouncey said he should be ready for the Sept. 13 opener at Washington.
